How signal coverage works
Signal coverage measures how much of the stage’s structured evidence has been addressed before a governance position is recorded.
Why coverage matters
A governance position should reflect sufficient evidence. PACT requires a minimum percentage of applicable signals to be addressed before a snapshot can be created.
Coverage vs posture
Coverage does not determine whether posture is Strong or Partial, that is calculated through signal evaluation and cap rules. Coverage determines whether there is enough evidence to record a position.
Stage-aware thresholds
Different lifecycle stages may require different minimum coverage thresholds. Early concept stages may tolerate lower coverage than release or operate.
PACT prevents snapshots when coverage is below the threshold. This ensures governance outputs are grounded in captured evidence rather than assumption.
